According to this article Palestinian Officials (not just some guy) officially released the 56 number: "Kadoura Mousa Kadoura, the director of Yasser Arafat's Fatah movement for the northern West Bank, after a team of four Palestinian-appointed investigators reported to him in his Jenin office." He is the DIRECTOR of the Fatah movement and the palestinian investigators reported to him in his JENIN OFFICE.
