Actually, they're not being hypocritical - they're applying the same policy
to both speeches.  You just have to find the whole story.

In both cases the speeches can be attended by students off-campus with a
signed parental permission slip.  The only point that might be taken as
questionable is the fact that students are being bussed in.  The event that
they are attending actually has more to do with football than it does with
politics.  Based on what I read at
http://stadiumblog.dallasnews.com/archives/2009/09/president-bush-at-cowboys
-stad.html it is revolving around the Super Bowl XLV.

But hey, it's a chance for the rest of the world to bash Texans... who
cares, right?
