They stupidly signed up to several Treaties and trade agreements yes. Which the US broke. And the WTO charged that the US was in breach. And the US then said "Ahh..f*** off". Sort of the same thing that Larry posted about Canada.
But I understand where you are coming from, a tiny back-a-yard island like that probably doesn't even have proper houses and roads far less for Trade Treaties. I mean what would they trade? Monkeys and sand?
