No, it should not be, but I like to point out it is not very good math 
to say x-million/billion dollars could have been spent to help 
x-thousand people like all the money spent on the space program dejure 
went into one person's pocket or a spacecraft carved out of a single 
diamond or something.  The majority of the money is spent on people, not 
things.  And a great deal of value comes out of the knowledge generated 
by those people.  So the simple comparison of spending all that money in 
some other manner, seems to discount what would happen to all these 
people and their livelihoods.
