No, it should not be, but I like to point out it is not very good math to say x-million/billion dollars could have been spent to help x-thousand people like all the money spent on the space program dejure went into one person's pocket or a spacecraft carved out of a single diamond or something. The majority of the money is spent on people, not things. And a great deal of value comes out of the knowledge generated by those people.
