I read the whole thing at http://www.blueletterbible.org/Bible.cfm?b=Psa&c=109 (a really good CF site too!) and to be honest, it's generic enough that anyone could use it if they see others using words against them and, "rewarding their good with evil."
I don't share this guy's interpretation of the bumper sticker though. As it is, only the single verse is being referenced. If it were truly, "trolling for assassination," as this person claims, the following verses would have been referenced as well... Psalm 109:8-19 would be the reference. Until Later! C.
