Yes, this is the simplest way. Create an image in photoshop/illustrator/or draw it free hand, and then use a simple Flash application to Pan the image based on mouse movement.
What I am envisioning, is a categorised list of stores on the left side. So the person clicks a store...and the map pans to that store on the map. The person can also use buttons to zoom the map in and out, and pan it manually as well.
