If it's not about money then I say Photoshop. You can easilly just record an action and assign it to a hotkey combo. So for instance if he's uploading images from his camera they will be the same size (generally) so he can just record an action setting the size to 25% (or whatever), saving a copy, then closing the original and moving to the next image. Then he just opens all his images hits F2 (or whatever he assigns) a bunch of times and he's done. I use this type of functionality a _LOT_ with photoshop and you can really speed up some monotonous processes.
