In that scenario it might even make sense to decentralize the capitol and have all those reps work from a base at their home district and use some sort of video conferencing system to conduct debates. Having one rep per 30,000 would certainly make government more representative and open up the ability to be a representative to a lot more people who otherwise don't have that chance.
