We're discussing Utah and the laws created by that state by it's people. Abortion is legal under certain strict conditions. It's legal everywhere in the US. The conditions are different in each state based on what the states themselves decide. Your link you provided talks about the rights of the unborn, partial birth abortion and health care to infants born alive during the abortion process.
