The debate about “abstinence” vs. “comprehensive” sex education has
been occurring for at
least three decades.b The common ground that drives these competing
approaches is concern about
the negative consequences of adolescent sexual activity to the health
and well-being of individuals
and society. This debate has been re-energized recently by the release
of findings from a study by
Mathematica Policy Research, Inc., in which four different abstinence
education programs were
selected as subjects for a long-term evaluation. This study reported
that teen participants in these
abstinence programs did not abstain from sexual activity more
