The 64 bit JVM is for running 64 bit Java programs, and it seems like most OSes that are 64 bit have both.
I try to run everything that can be run in 64 bit in 64 bit, because it's faster, usually. Sometimes there are issues running 32 bit stuff in 64 bit stuff, I think. Blackboard is nasty, IMHO. :) The only reason that I could think of IE needing the JVM is for stuff like blackboard, or banner, etc., which use java applets and whatnot (basically stuff that needs java). I don't think it's hitting the JVM up for stuff otherwise. I wouldn't think it would be an issue with a blank homepage, for instance. I'm no expert tho, so maybe it could do something. I missed the IE version, but I'm assuming it's 8, which doesn't even have a setting for which JVM to use anymore (it just uses Sun's, thankfully).
