I could see that, though the author doesn't mention a single bit about
how they "cleaned it up seriously". That phrase raises a red flag for
me, especially when they don't provide any methodology what so ever.

The other question I would have is whether the Republican districts
applied for the grant money at the same rate as their Democratic
counterparts.  Republicans, in many cases, were quite vocal in
opposition to the program. That didn't stop some of them from touting
the money they brought home to the district even after opposing the
program of course, but I would be curious if the supposedly
ideological opposition would translate into a lower rate of applying
for these funds or whether those rates were the same for R's and D's.

Certainly something to look further into.  I'd love to see an analysis
similar to those by Nate Silver where he lays all the assumptions and
calculations out for people to see. This one doesn't even show where
she got her data. Hopefully there will be more follow up and then
better reporting.
