I wouldn't be surprised if there was political motivation in the distribution of money. Lord knows there was in the last administration. This sort of thing isn't uncommon in politics.
My problem is that the article linked to doesn't show anything of the sort. It is a single graph with no links to the data sources, no methodology and an admitted heavy modification of the raw numbers...numbers which aren't provided and modifications which aren't listed.
