That's the "problem" they're trying to solve. For years there's been a problem 
with women jumping the border just to give birth to their child, who is then a 
citizen and can freely cross the border. Sometimes the parents will use their 
status as the parents of a US citizen to stay here legally after immigrating 
illegally and sometimes they just send the kid here when they're old enough to 
work and send money home. But I digress. I think the thought behind it is 
simply to give people one less reason to immigrate illegally.

Personally I doubt it'll pass, or hold up to its first legal challenge if it 
does.

Eh, not quite. It takes another Constitutional amendment to override a 
Constitutional amendment. Given the requirements to get an ammendment passed 
and the current more-partisan-than-usual state of Congress there's little to no 
chance they could change it.
