Those are US citizens born in the US who are naturalized Israeli citizens, is my guess,
When you apply for US citizenship you sign a statement that you relinquish all other citizenships. I asked the Canadians about this as I also have two children born in the United States who are Canadians citizens and they said that they do not have an issue with Canadians born in the US but those born in some countries do have to chose at the age of majority.
