I'm saying if you download illegal stuff, they can pinpoint you and find it on your computer. If they can't find the computer what's the charge, same as with using local hotspots.
If you're network is distributing crap, they know the distributor is nearby and might be able to find them. It's still a hassle getting the visit and the search but no charge.
