Shots on target are not "almost goals", they're shots on target. Shots on target, by definition, are shots which would be goals if they were not saved. The more shots you put on target, the more likely you are to get a goal. None the less, I think we can reasonably talk about some shots which are pretty easy saves and some which are significantly more difficult. The ones which are much more difficult are more likely to become actual goals. All shots and saves are not created equal.
