We've been moving a lot of people to PayPal or Braintree so that the payment
information never enters their environment.  The fees are higher than what
they've paid in the past, but they can stay in business without any concerns
about whether or not they are compliant since they don't handle the data at
all.  For those that still accept cards at physical locations or over the
phone, the situation is more dire, but we're generally only concerned with
their online operations.  Given the choice between slightly higher discount
rates and monthly fees or facing the compliance music at any time and going
out of business, many choose the slightly higher fees.
