It depends on the items and what time scale they run on. For example, failures in the management response to the BP oil catastrophe, totally on his shoulders. The lack of oversight by MMS that lead to it, I'd say probably shared responsibility. A lot of the culture at MMS was instilled in a very Big Oil friendly Bush admin, but the Obama admin obviously didn't place it as a high priority to change that culture. For the economic stuff, some things take awhile to effect the system, some things a shorter time. Turning an economy the size of the US in any direction is not a quick thing.
