Federal law trump state laws, including state constitutions.Article VI, Clause 2
This Constitution, and the Laws of the United States which shall be made in Pursuance thereof; and all Treaties made, or which shall be made, under the Authority of the United States, shall be the supreme Law of the Land; and the Judges in every State shall be bound thereby, any Thing in the Constitution or Laws of any State to the Contrary notwithstanding. And the Privileges or Immunities Clause of the Fourteenth Amendment reinforces this: "No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States." So basically Prop C is a wanton waste of money by an ideologically driven right wing. Nice to see that the right is following its typical pattern, waste a lot of taxpayer money on ideological fripperies.
