I have just gone through this with my mother and my partner's mother. It is not an easy chore. The VA has special benefits for elder care. Check those out. See if you can negotiate with her current location for a reduced rate. Check in your community for board and care homes. We used a service called A place for mom. http://www.aplaceformom.com/ They work within your budget to find the best facility.
