Qualifying for a promotion and deserving the promotion are two
different things.  Many corporate environments I have worked in
include a overwhelmingly huge number of people who are really terrible
at their job.  Those people, coincidentally, are frequently the most
likely to get promoted (as a way to get them out of your dept).

Thus is life.   And is one of the things I hated most when I worked in
the corporate world.  Not sure how you legislate "douchbaggery" out of
people.

In the corporate world, if I eliminate the whiners, and then eliminate
the douchebags, and then eliminate the people who are terrible at
their job.  Who's left to promote?  It's a pretty small group IMHO.
