I wasn't talking about people 'bent on destroying the US'. That kind of
person doesn't need to vote to do the damage they want to do. I'm
talking about the guy from nation X who would think nothing of voting
for someone they know is going to do damage to our economy if they
believe doing so will benefit their nation. 

Put it another way: The Tea Party is very much in favor of certain
military actions. Imagine some stereotypical Tea Party candidate starts
ranting about invading Pakistan (not an unrealistic scenario). Now
imagine an immigrant from India, who is still loyal to India, hears this
and gets to vote. They may not care about the rest of what they're
spewing, but that candidate wants the US to invade Pakistan, which is
good for India. Do you REALLY want that person voting?

Sure it is but that's neither here nor there. It's ludicrous to opine
that

that's what they'd do.
