By the chart given, it looks like there are 376 working hours each week. 24 hours from 9 to 5 M-F and 16 hours for each other shift for the rest of the week.
In a 28 day period, this would be 1504 hours. There are 8 employees, which averages out to 188 hours per 4 weeks per employee, This averages out to 47 hours per week. Unless I missed something, which is possible, then it is not possible to average 40 hours per week with the restrictions that were given. When you shift someones rotation to make their average 40, it will make someone else's average increase.
