Is there data showing corruption as the primary cost driver? Seems like the problem is that our healthcare system pays people to treat diseases (fee-for-service) rather than paying them to prevent them. An example of a move in that direction would be CMS's accountable care organizations (ACOs) which incent doctors for outcomes, quality, and efficiency.
