Seems like the problem is that our healthcare system pays people to treat
diseases (fee-for-service) rather than paying them to prevent them.

An example of a move in that direction would be CMS's accountable care
organizations (ACOs) which incent doctors for outcomes, quality, and
efficiency.  That is, doctors make money when the supply-side costs drop for
a given group of patients
