100% revamp; We know how this works, we do it all the time as website developers, it might be time to just drop the whole thing and make a new tax code. I bet you could do something w/ fair tax on a trial period for 3 months. Taxes wouldn't come out of your check, you just spend more at the register, and then go through normal IRS shit at end of year with that in mind.
