They can't give you ticket for yielding the right-of-way especially to
a police officer!

FYI, police vehicles have the right-of-way always and drivers are
legally required to give the right of way.  If the lights come on
you're even allowed to drive on the shoulder.

In fact i believe the cop is not legally allowed to turn on his lights
unless he's providing urgent assistance, arresting a suspect, or
clearing a hazard.

In this case he was clearing a hazard.
