No one released from prison will be eligible for unemployment.  You
cannot draw unemployment unless you have been working for a set number
of calendar quarters.  Roughly 5000 inmates currently work inside the
prison system and I don't think even that qualifies them for EUD.  Nor
are they likely to take jobs away from those who have not been to
prison, because given a choice between a felon on early release and a
non-felon, almost all businesses are going to hire the non-felon.

As for the welfare problem, if the families of the prisoners are on
welfare, the re-entry of the male parent into the household will cause
reduction of benefits if he is working.  Some of the female prisoners
might qualify, but they are hardly a blip.

California can solve a substantial part of this problem releasing all
drug offenders in for simply possession and all other non-violent
offenders with less than three years left on their term.  It's been
discussed repeatedly, and was even on the ballot a few elections back.

70% of the cost of the California prison system goes to the salaries
and benefits to employees.  Reducing the prison population to the
mandated levels with likely not impact that at all, because the
overcrowding is so severe.

And in case you're wondering how I know this, I spent a substantial
part of the last five years working with these numbers on a daily
basis.
