The SS detail is there regardless, and all the support services to allow the president to do his job we pay for all of that. That's been the same for each and every president. The bus tour itself I believe is comes out of Obama's re-election fund or the DNC funds. It gets fairly hairy, as Bush found out in his reelection campaign - one time his reelection campaign was charged $1000 per seat on airforce 1 except for the secret services detail, since the majority of its use on that trip was for political purposes.
