Buy Andersen Windows with the highest R factor you can afford. I personally hate vinyl windows but they have some advantages like not needing to be painted.
I've had terrible experiences with Pella windows so I'd advise against those. There is currently a federal energy tax credit you might qualify for on the new windows so check it out.
