Harry is the Chosen One because Voldemort makes him the Chosen One. In the
story, the Chosen One could have been Neville Longbottom, but Voldemort
chose Harry, and so made Harry the "Chosen One" by attacking him. It has
nothing to do with magic, fate, or anything else. The phrase "Chosen One"
is a misdirection in this case. Chosen by who? By Voldemort.
