But ok, suppose someone says "that's my content." Under DMCA most sites would take it down immediately and worry about it later. That's current law. Under SOPA, the ISP or web host is encouraged to shut down the *site.* There are huge disincentives for not doing so. The owner of the site, meanwhile, can protest and take the shutdown to court, but this entails money, and agreeing to US jurisdiction, and time. Nor does the owner have any recourse for his losses, assuming he prevails in court. And that's just *one* of the problems.
