Ok.  How about this?

After a quick read through, it sounds to me like maybe two things.

1.  They are just updating whatever was put in place after WWII and 
negating some things that were done in the 80's,  like giving 
responsibilities to departments that didn't exist then, to represent the 
current political climate.

2.  They are expecting something and planning for it.

1 sounds completely plausible.

2 sounds ... well, when was the last time you remember the government 
being that proactive?  Maybe when people were building fallout shelters 
in their back yard?

The section about the loans does bother me a bit.  In case of emergency, 
the Gov will subsidize loans by private companies?  err...

It better just be a routine type of thing.  A plan needs to be made to 
deal with our infrastructure.  It sucks ass and is getting worse.  War 
time/disaster production planning isn't going to mean squat when a few 
main junctions pop and power goes out over large portions of the 
east/west coast.  Again.
