They are reacting. People pushed to stop SOPA (successfully for now). NDAA came on too quick and there is debate about whether it is really a big (further) encroachment on liberty or not. People, like myself, write letters to their Congresscritters. EFF and ACLU continue to fight the administration, file FOIA requests, try to get the DOJ to release the secret legal interpretation of the Patriot Act, etc.
It's a big battle on a lot of fronts but people are working to stem the tide of the loss of personal liberty.
