In theory, but if the people are scared enough, they will be throwing 
property and liberty at the government.  We are a highly reactive 
species and not as proactive as we like to think.

Because it happens in measured doses and doesn't affect a great many 
people in their day to day lives at once.  The ones who are immediately 
and directly affected enough to do something about it are too small in 
number to do something about it.
