I agree that China is a problem. This bill doesn't solve it though. I
gather that some of the other bills would mandate minimum standards
for  some organizations. This approach has its own dangers, but at
least you could eliminate low-hanging fruit like admin passwords that
reset themselves to a known default of "100". If that's the best the
market can do then the market can't solve this problem.
