I think there is no single reason, but rather a collection of reasons.
Within Oregon, that reason can very reasonably be added to the list. Adding
it to the list does not invalidate all the other reasons on the list,
however.

Most folks will instead try to assign a single Big Bad Boogyman to the
problem - so that their political party spokesperson can more easily
instruct them how to direct their hate.
