Most cops shoot once a year to qualify. Most civilians that choose to carry concealed do so not only for personal protection, but also because they enjoy firearms, and they shoot. Cops average about 15% accuracy of rounds fired in anger (FBI Stat), I haven't seen the equivilent studies on the military or civilians, but I would honetly assume it was going to be higher. Simply put civilians shoot more often and do it for fun.
