Soviet Union failed because of economic reasons...not because there was a popular uprising. The leadership in the Soviet Union realized it was time for a change and they allowed the change to occur. This had nothing to do with firepower. If Gorbie, or someone like him, didn't lead them, it may have eventually led to revolution/civil war...
