Yes, unacceptable. The film (or at least the preview on youtube) is ignorant and bigoted. Bigotry is unacceptable. But how is that a 1st Amendment issue? She is not (as far as I am aware) trying to use any legal mechanism of the government to stop them. They are not being threatened with arrest. They are not banning the film. She is expressing her opinion that the video is senseless and unacceptable. Just because she is Secretary of State does not mean that she also gives up her 1st Amendment rights to call it like she sees it. You'll notice she also denounces the violence in response to the video.
She's saying what we all should be saying: the video was ignorant, bigoted, inflammatory and just plain stupid. That is not illegal, nor should it be. But it should also not be accepted and dismissed as harmless. And violence in response to such speech should never be condoned, it should never be celebrated, it should universally condemned. That's also what the Egyptian Embassy said. They've got it right on this one.
