Louisiana Gov. Kathleen Blanco issued a state of emergency on Aug. 26 and
on Aug. 28 sent a letter to President Bush requesting a disaster
declaration for the state in order to release federal assistance.

She also called President Bush the night of the storm and asked for all the
help he could send,   He said "yeah, sure" and went back to sleep.  The
next day, he went to a BBQ and birthday party with country artist Mark
Wills,
