I can't speak for a "norm" but every person I've ever known who's
approached me for help with their "Intro to Computers" class at
college has always had a focus on Windows and the MS Office suite.
Windows is still the standard for most businesses, so that's what the
colleges teach to.  I would expect a class on web development to be a
little more diverse, but if the college is already using Windows
internally and teaching Windows and Office in other courses, it's not
a stretch for them to expect students to have a PC available to them
for classwork (even if it's a VM on a Mac).
