It's also not the legislative branch's place or constitutional duty to defend anything in court...they are overstepping their bounds.

But with regard to the fact that the House GOP is funding the defense of DOMA, that is based on the fact that the Obama DOJ has said they would not. Personally I think any budget for the DOJ should be reduced by the amount that is being spent on private defense of the law, since that's technically their domain.... however I don't think that's going to happen.
