The 2% decrease on FICA withholding was put in place in 2009, under this
President.  It was allowed to expire because neither side demanded it be
retained. It had nothing to do with allowing the Bush era tax cuts to
expire.  Totally different issue.  Even if Romney had won, the 2% FICA
increase would have happened.
