The war on drugs is a cash cow.  The government does not want to end the
war on drugs.  To many political backers make money from prisons, etc.
There are private prison, prison guard unions, the money made by local
police departments from confiscating drugs, and so on.

There's a reason the US incarcerates more people than any other country in
the world and why something as stupid as three strikes was implemented.
