"Right not to cooperate" applies to the police. It does not apply to school
administrators.

Much like the military, when you enter a school, you enter a different rule
set. (suspensions/detentions/locker
searches/sexual harassment rules/bullying/respectful speech to teachers)

They cannot arrest you for not cooperating, but they can punish you within
their system.

(same as a mall or courthouse or airport, or any self-contained system with
its own rules)
