Of course they should.

Most of the rules a school has in place (and needs to keep a random bunch
of teenagers in line enough to learn) would not pass muster as general laws
- nor should they.

They laws in a general public society are generalities. Meant for all use
at all time.

Specific rules, which do not have the force of law, but are real
non-the-less, are needed for specific situations.

In this particular case, though (from what I know) the school is wrong in
this punishment. But that in itself may be a great life lesson for the kids
doing the tackling: doing the right thing sometime has unfair consequences;
be willing to pay the price, and work to fix the system.
