Also, years ago I remember reading they passed a new law to stop California
from wasting so much water. One issue was CA would order water from Lake
Mead and then it would rain so they would cancel the order. Since the water
was already in the pipeline they would just let it run out and not be
charged for it. The new law forced them to store it, get charged for it and
I think they were also ordered to build underground reservoirs to avoid
evaporation.

They use a ton of it for sure. Mostly for irrigation of cropland.
