I'd consider investigations over the use of NSA (and domestic drone programs, national security letters, and the CIA) on Americans in such a fashion that they could lead to impeachment. Unfortunately, I don't think it will happen because A) courts would back suppression of evidence due to national security concerns and B) too many things would come up that would threaten the reelection of members of Congress (ahem, Senator Feinstein).
